Licenses, Permits and Tax Resources
The library issues several Baltimore County licenses and permits for convenience and provides resources for state and federal tax information.
New Pet Licenses
Adopting a new pet? Apply for a new Baltimore County animal license, which is required for all cats and dogs age four months or older, in person at the Service Desk at any branch. Renewal licenses and replacement tags are available online or by mail only.

What to Bring
When applying for a new pet license at a library branch, please remember to bring the following:
- Completed license application form (PDF)
- Copy of up-to-date rabies vaccination certificates
- $2 library convenience fee per license; cash, check or major credit cards are accepted
You can also complete the animal license process online at the library using any branch’s public computers and free WiFi. The option to print a temporary license certificate is available. A valid major credit card, email address and current rabies vaccination certificate expiration date are needed to apply online.
Plumbing Permits
Baltimore County plumbing permit postcard A for licensed plumbers is available at library branches. A $2 library convenience fee per license applies.
Plumbing permits are normally required for almost all types of plumbing work with the exception of clearing stoppage in waste lines and repairing of faucets and toilets. Download the application (PDF) or visit Baltimore County's Plumbing Board and Inspections website for more information.
