Available at Baltimore County Public Library

Pick up some basic Maryland and federal income tax forms at the library. Locations and hours. Available from January until April 15.

Reproducible Maryland and federal income tax forms for the current tax year are also available to be photocopied. Some libraries also have a limited range of forms for past years. Call your local library for details. The charge to photocopy these forms is 15 cents per page. If a particular form cannot be located, please ask for help at the Information Desk.

Our libraries have reference and circulating books to help with preparing either personal or business income tax forms. For a list of material owned search the Baltimore County Public Library catalog. Type in "tax", "income tax" or other appropriate keyword.

Income Tax Preparation Help

Baltimore County Department of Aging Tax Aide Counseling (local interest)
Free assistance is available to low- and middle-income taxpayers age 60 or older for basic federal and Maryland personal income tax forms as well as homeowners' and renters'  tax credit applications at senior centers and other sites throughout Baltimore County from February through April 15. Appointments are required at most locations. Call the Senior Information and Assistance line at 410-887-2594 ( TTY - 410-887-3787 ) to set up an appointment at a local senior center.

Federal Tax Return Preparation available if you qualify for the Earned Income Tax Credit or your income is less than $40,000. Visit a Taxpayer Assistance Center for an appointment.  If a same-day appointment is not available, a future appointment will be made within 5 business days.

The Taxpayer Assistance Center also offers personal tax help when you believe your tax issue cannot be handled online or by phone, and you want face-to-face assistance. If you need to resolve a tax problem or have questions about how the tax law applies to your individual tax return visit a Taxpayer Assistance Center. No appointment is necessary.. 

Maryland Volunteer Lawyer's Service (local interest)

Volunteers assist in preparation of income tax returns for low-income individuals. Member attorneys volunteer to provide free legal services on matters involving tax disputes with the Internal Revenue Service, tax audits, or back taxes.

Spanish to English and English to Spanish federal or state income tax assistance available during the tax season. Hours are flexible. Appointment needed. Fee charged based on service provided.

Tax-Aide Program
by AARP
Offers free volunteer-run federal tax assistance from February 1 through the middle of April for low- and middle-income taxpayers, with special attention to those 60 and over.
Sites are operated on an appointment basis; check the site locator for contact information and hours of operation. To locate the nearest Tax-Aide site, visit the web site or call 1-888-227-7669. Offers online federal tax counseling year-round.

Prepares your Maryland state income tax return and even electronically transmit it for you free of charge. To take advantage of this service, bring your completed federal return, all W-2 statements and supporting documents (such as 1099 statements, etc.) and a picture identification with you. No appointment is necessary. Assistance is available Monday - Friday, 8 a m to 5 p m. You can also e-mail your Maryland income tax questions to taxhelp@comp.state.md.us

Volunteer Income Tax Assistance Program ( VITA )
by Internal Revenue Service
Offers free tax help to low- to moderate-income ( generally, $40,000 and below ) people who cannot prepare their own tax returns. Certified volunteers sponsored by various organizations prepare basic tax returns in communities across the country. VITA sites are generally located at community and neighborhood centers, libraries, schools, shopping malls, and other convenient locations. Most locations also offer free electronic filing. Information and application forms to help low-income homeowners and renters to limit the amount that they must pay in property taxes. An application is routinely sent to homeowners who were recipients of a tax credit in the previous year. Applications can be downloaded using the link above or are available as of February each year at the local assessment offices and at Baltimore County Public Library, or by calling the Tax Credits Telephone Service at 410-767-4433 (Baltimore Area) or 1-800-944-7403 (Toll Free). Property Assessment

Maryland State Department of Assessments and Taxation (SDAT) (local interest)
Property tax bills are issued in July/August of each year by the 24 counties (including Baltimore City) and the 155 incorporated municipalities (cities) in Maryland. The amount of the tax bill is determined by two factors: (1) the assessment; (2) the property tax rate. Assessments are based on the fair market value of the property and are issued by the Department of Assessments and Taxation, an agency of State government. Property tax rates are set by each unit of government - the State, counties, and cities.
