for all libraries, the mobile libraries and the County Detention Center. Materials selected
include: children's, young adult and adult fiction and nonfiction print titles, large
type, reference titles, Korean, Spanish and Russian language collections, music
compact discs, books on tape
and compact discs,
DVDs, magazines and online research databases. Customer requests, demographic and consumer
information, and the media are examples of major factors that influence the selection of
titles. Reconciles invoices and orders and directs materials to
Technical Services for processing and cataloging.

furniture, equipment and supplies purchases. Assists other departments in the
library with the contract process.
Keeps library

for BCPL. Processes the payroll for all
BCPL employees. Maintains accounts payable and
processes payments for all vendors. Accounts for all funds received into the
BCPL system.

Provides and supports activities that attract, retain and motivate staff.
Supports staff development and consults with managers regarding staff relations concerns and
development. Contributes to the mission of meeting the needs of library customers by
working to address staff needs, from recruitment to retirement.

resources, such as the BCPL website and

resources. Supports branch reference services by creating information resources,
coordinating reference training of librarians, and investigating trends in
information services. Provides reference service to local government staff and
online customers. Partners with government and community groups to develop local
information resources. Oversees Interlibrary Loan (ILL), which provides access to materials
that can be borrowed from other libraries, in Maryland and nationwide, and lends
BCPL materials to other libraries. Coordinates
booking of meeting rooms in branches and Administrative Offices.

Marketing and Development
Heidi Gillis

Ensures that services and products of the library meet the needs of
Baltimore County communities and promotes these services and products as
appropriate. Handles publicity and news directed to both customers and staff of
the library through all media, including newsletters, newspapers, radio and
television. Responsible for photography, print communications, and identifying
and coordinating adult programming for branch libraries. Seeks outside funding to augment library programs and services. Grant development and
writing, sponsorships, individual, corporate and foundation giving are part of the
department's fundraising activities for the library system. The department also acts as
liaison to the Foundation for
BCPL
and Friends groups.

Planning and Projects
James Cooke

Coordinates system-wide planning processes
and the initiation, execution, and control of specific strategic projects and
activities, including the library's
strategic plan and the annual workplan
process. In addition, staff acts as a resource for project teams. The department
also coordinates all surveys done in BCPL, as well as the creation and analysis
of reports so that everyone in the library has the data they need to make timely
and effective decisions.

BCPL's network, hardware, and software. It consists of three workgroups
and a department coordinator:
Client Services: Provides end-user support for staff and system
planning.
Integrated Library System: Supports
BCPL's Tandem mainframe circulation system providing library
circulation, community information, phone circulation/phone
notification, and the acquisitions system.
Network
Operations: Supports BCPL's
networked computer system.
Department Coordinator: Supervises each workgroup manager and manages all
interdepartmental efforts, performs departmental budget and planning,
facilitates the department Tech Council decision-making body and acts
as a project manager for larger system wide technology and business
initiatives.
Youth Services
Marisa Conner

Provides guidance and support to libraries and Administrative Office departments in delivering
services to youth, including creating service guidelines, developing and
delivering staff training, and overseeing programming for children.
Administers Summer Reading Program and
Story Timers volunteer program.
Collaborates at the system level with Baltimore County Public Schools,
Baltimore County Local Management Board, and other child-serving
agencies.

Expands with second vehicle to cover eastern area of Baltimore County. It is housed at the Essex Library and carries 3,100 volumes. It is a 32 foot 10 ton vehicle with air brakes, power steering, and electrical generator. Essex is the first branch responsible for combined bookmobile and branch operation. |

"Mini Library" concept |
Established when communities sought libraries that could not be justified in the library's physical facilities plan for the county. The County Executive promoted the idea of volunteer-run libraries for which the county would provided leased spaces and the library would provide a collection. They were stocked for quick pickup of popular adult and children's materials and were based in small neighborhood shopping centers. Four minis were established: Edgemere, Jacksonville, Owings Mills, Wellwood. They were administered by nearby full-service libraries. Full service libraries provided the full range of information and programming services with salaried librarians and circulation staff. |

Adopts and initiates extensive reference interview training for all information desk staff using an adaptation of the Maryland model developed by the Division of Library Development and Services of the Maryland State Department of Education. Essex Library 'hooks' fish for it's Chesapeake Bay themed renovation |
Essex reeled in one of Baltimore's ''Fish Out of Water" sculptures when it was auctioned on eBay. "Holy Mackerel", a brightly colored 40-pound creation by artist Bennard Perlman, first resided in front of the Baltimore Basilica across the street from the Enoch Pratt Free Library in downtown Baltimore. |

AskUsNow! Virtual Reference |
BCPL and Harford County Public Library provides first LIVE online reference service to Maryland students as part of a state grant. The target audience was "high risk" students needing help with homework related assignments. Eventually the service went statewide to the general public, as Maryland AskUsNow!, with many other libraries participating. |

First Early Childhood Center opens at North Point Library. This was a multi-agency project named "Focus on the First Years" designed to provide families a "one-stop-shop" for services to families and a play center with learning activities for their infants and toddlers. in activities that encourage reading readiness and child development in the formative years. |

Official opening of the library's expanded facilities and Early Literacy Activity Center. Becomes the first county library branch to provide wireless Internet access (Wi-Fi) via a radio signal. |

All branches and the Administrative Offices have staff and public wireless networks available. The customer with a wireless-enabled laptop or personal digital assistants (PDAs) can access the Internet without plugging into a modem or other device. |
