You can find the following tax resources at Baltimore County Public Library. Baltimore County Public Library staff can assist customers in finding Maryland and IRS tax forms and instructions but cannot provide tax advice.  Information and links are offered only as a convenience.  Baltimore County Public Library is not responsible for content on sites linked from this page. 

 

Maryland and Federal IRS paper tax forms are not available at BCPL branches. Maryland Tax Forms and Federal Income Tax Forms can be downloaded and printed using branch computers. The printing costs are $0.15 per page.

Income Tax Form Preparation Assistance

 

  • Baltimore County Department of Aging Tax Aide Counseling
    From early February through April 15, seniors age 60 or older and low-income County residents are given free assistance with basic Federal and Maryland personal income tax forms as well as homeowners' and renters' tax credit applications at Baltimore County senior centers and other county sites. Call the local site to set up an appointment.

 

  • Comptroller of Maryland's Taxpayer Services
    Prepares your Maryland income tax return and electronically files it free of charge. Bring your completed federal return, all W-2 statements and supporting documents (such as 1099 statements) and picture identification with you. No appointment is necessary. Assistance is available Monday through Friday, 8:30 a.m. to 4:30 p.m.

  • Volunteer Income Tax Assistance Program (VITA)
    by Internal Revenue Service
    Offers free help in preparing a basic tax return for taxpayers who generally make $54,000 or less, or to persons with disabilities, or who are 60 years and older or with limited English speaking ability. VITA sites with IRS-certified volunteers are generally located at community centers, schools, shopping malls, and other convenient locations. Most locations also offer free electronic filing. Locate the nearest VITA site or call 1-800-906-9887.

Property Assessment

 

  • Maryland State Department of Assessments and Taxation (SDAT)
    Baltimore County property tax bills are issued in July/August of each year. The amount of the tax bill is determined by two factors: (1) the assessment; (2) the property tax rate. Assessments are based on the fair market value of the property and are issued by the Department of Assessments and Taxation, an agency of State government. Property tax rates are set by each unit of government - the State, counties, and cities.

    • Property Tax Relief Measures
      The Department of Assessments and Taxation administers a number of property tax relief programs which are specifically designed to provide needed relief to certain groups of property owners:
       

      • Homeowners' Property Tax Credit Program
        The Homeowners' Property Tax Credit Program (Circuit Breaker) is the largest and most important program .These tax credits are not given automatically. The homeowner must reapply each year and provide information regarding the total gross household income for the previous calendar year. The filing deadline is September 1st.
         

      • Homestead Tax Credit Program
        Homeowners may be eligible for a State tax credit if the assessment of their owner-occupied principal residence increased more than 10% over the prior year.
         

    • Real Property Data Search
      Obtain ownership and value information about real property in Maryland from this database, as well as sales of real property from 1996 to the present. Searchable by address, map, property account identification, and property sales.
